You wrote "at the same time". "At the same time" means simultaneously in the English language I write in. 16 days apart is most definitely not at the same time. You didn't write "time frame".
The western Allies and the Soviets coordinated the planning of the Soviets' entry into the war against Japan. Stalin launched the invasion of Manchuria exactly 90 days after Germany's surrender, as he'd agreed with Truman and Churchill. By your definition, Germany's surrender and the Soviets' invasion of Manchuria took place "at the same time" because of planning and coordination. But we both know that's not so.
If we were to refer this question to Max Hastings, I think we both know how he'd rule on the question.
