What do they do about outlier talent--a gifted linguist who wants to go to Japan to study Japanese, or Bilbao to learn Basque, a gifted math whiz or physics student who wants to study at Caltech or MIT or a kid who loves history and wants to go to St Antony's College or a great skier, skater or other athlete who needs to train in the Alps or elsewhere?
Incubating high level talent in anything requires continuous contact and cross fertilization with other similar talents, even in different fields.
How often do they say no, impossible to such talents? How many remain stunted and undiscovered?
