Under international law, Israel isn't obligated to supply Gaza's civilians anyway. Hamas is the nominal governing authority since 2005 and therefore responsible for its civilians since Hamas turned Gaza into a combat zone.
In any case, the big delays in aid delivery come from Hamas' aid theft and lack of security. The aid trucks waiting to be go into Gaza accumulate on the Gaza side of the border. Trucks coming from Egyptian port of Suez and going through El Arish to the Rafah crossing take 17 days and Egyptian border police work with Hamas to get a cut of the aid for resale at exorbitant prices in Gaza markets.
