They are. There are constant strikes and demonstrations about the housing crisis, teacher salaries, pensions. But never death threats or violence against immigrants, never contesting the validity of election results, book bans. There's no equivalent to the New Apostolic Reformation Christo-fascist dominionism. The anger here is much healthier than in the US, France and Germany, despite the far right party Chega getting 15% of the vote. Again, it's because having experienced real fascism, most people know it offers no solutions, just angry noise.
