The UNHCR and the WFP could easily do what UNRWA does. But that Hamas useful idiot Guterres, who my Portuguese friends say isn't very smart, forbade other UN agencies that could receive the withheld funds of UNRWA from offering to replace UNRWA.
The job of any refugee agency is to resettle refugees and then close down. UNRWA is manifestly incompetent at that job because it was hijacked by the post-1948 Arabs. No other refugees inherit their status. ALL were resettled--except for Arab refugees from 1948 in order to keep alive the idea that their lost war of extermination was reversible and that Israeli sovereignty temporary.
Israel absorbed 851000 Jews expelled, expropriated and ethnically cleansed from Arab countries they'd lived in for over 2 millenia, while only Jordan gave citizenship to Arab refugees from mandatory Palestine who fled after their leaders told them to. Egypt, Syria, Lebanon refused to resettle them to get a mulligan (do-over) on their defeat in the self-declared wars of extermination of 1948, 1956, 1967, 1973.
Arab refugees have no more right to return to Israel than Baltic Germans have to return to Latvia, Prussians to Kaliningrad (Kant's Konigsberg), Gdansk (Danzig) and Wroclaw (Breslau) and Sudeten Germans to Bohemia and Moravia.
