The Green Party has zero chance of winning enough votes in any single state to get electoral college votes. You're not in the UK, where the LibDems win enough votes concentrated in a single constituency to win seats in Parliament.

Allocating 1 senator/state + the rest by population to end the absurdity of Wyoming having the same representation as California would also make the R/D duopoly more representative. 8 for CA, 6 for TX, FL, NY, 4 for PA, IL, MI, 3 for NC, GA, NJ, OH, 2 for MA, AZ, MO, WA, MN, WI, CT, MD, OR.
