Secular Israelis at those universities would hesitate to move to Modi's budding authoritarian theocracy. Having had their fill of Jewish Haredis, they wouldn't see Hindu Haredis as an improvement.

But if India would agree to pass its own version of the US 1st amendment separating religion from state, agree to remove religion's tax exemption and state subsidies, and force all public officials to swear an oath subordinating their religion's law to the secular law of the state, they might revisit the issue.

These universities' gay and women profs and administrators would also demand that India pass gender and marriage equality legislation and that 50% of Indian police chiefs be women who would seriously enforce India's upgraded sexual assault prohibitions. MeToo for IndiaToo.

High quality meritocratic talent migrates to where it's well treated. Tech companies trying to hire high level talent in increasingly theocratic Texas are discovering that you can't prosper from that talent if you don't allow that talent's secular scientific mindset to permeate the whole society. It's the same problem Bernard Lewis portrayed in What Went Wrong?: the Clash Between Islam and Modernity in the Middle East.

Modernization without secular westernization doesn't work.
