Other explanations you overlook for Gore's loss:
Allan Lichtman has a video showing a map of invalidated ballots. It shows that areas in Florida with high concentrations of black voters had ballot rejection rates of 10-11%. The white voter rejection rate was <1%.
Throw in the butterfly ballot that had elderly Jews in Boca voting for the anti-semite Pat Buchanan and the Gucci riot coup that stopped the recount and you have the real reasons Bush won Florida.
Your House enlargement is valid, but why not go further.
Having 1 senator/state with additional senators allocated by population would solve the rural overrepresentation problem:
6 senators: CA
5 senators: TX
4 senators: FL, NY,
3 senators: PA, IL, MI, NC, GA, NJ, OH,
2 senators: MN, MA, CT, MD, AZ, OR, WA, CO
1 senator: all those plains and mountain states with 3-5 electoral votes currently.
The alternative is to tell overrepresented neo-confederate theocrats that their reformatted 3/5 compromise is dead and that we're seceding them. The two coasts+MN, WI, IL, HI, NM, CO that keep them out of bankruptcy are leaving.
