No former Russian republic would sign on to a Budapest Memorandum 2.0 without the Russia's Muscovite rump republic also giving up its nukes. My thesis on decolonizing Russia does not imply its removal from the "be careful of what you wish for" category of geopolitical outcomes. It's likely one more in a long line of bad vs worse choices.
