If I returned to NY I'd be instantly poor. You can't stop geographic arbitrage. But you can tax it to reduce its externalities.. A wealth tax on expat real estate to fund housing vouchers for low income Portuguese is one step. But the real estate and mortgage brokers in Porto and Lisbon would scream.
