How to solve the Senate problem: each state gets one senator and more populated states get more in proportion to population with a cap of 24. California would have 24, Texas 18, Florida 14, NY 16, Georgia 8, Arizona 5, etc. Total would be about 200. Ambitious Texas, Florida and NC politicians would support it because they'd see so many new Senate seats as a full employment act for themselves.
