Actually, according to the ADL's global survey of anti-semitism, in 2019 Ukraine was more anti-semitic than Latvia, Lithuania, Estonia, Hungary but less anti-semitic than Poland, and Greece, the European champion of anti-semitism. https://global100.adl.org/map .
Ukraine's score rose from 38% to 46% from 2015 to 2019 with the election of Zelenskiy with 73% of the vote, which means that Zelenskiy got even a big share of anti-semites' votes.
What the survey doesn't do: differentiate between respondents' who accept anti-semitism as a conspiracy theory of how hidden Jewish power works and true hatred of Jews. A Latvian student of mine who said all Jews are rich doesn't necessarily hate Jews.
